X402 and L402: Two Protocols, One Race, and Everything at Stake

Last week I introduced you to agentic payments and promised we would go deeper on the two protocols competing to become the payment rail for the machine economy.

That time is now. And the stakes are higher than most people realize.

This is not a technical argument between developers. This is a question about who controls the financial infrastructure that AI agents will run on for the next decade. The answer to that question is being decided right now, in real time, by the companies building and the builders choosing.

Let me walk you through what is actually happening.

The Starting Point Both Protocols Share

Back in 1997 when the original HTTP specification was written, the authors included a status code called 402. It stood for Payment Required. The idea was simple. A server could tell a client: pay me before I give you this resource.

Nobody used it. For almost thirty years that status code sat dormant because no payment system existed that was fast enough, cheap enough, or programmable enough to make it work in the middle of an HTTP request. Credit cards take seconds and cost 30 cents minimum. Wire transfers take days. PayPal requires a human to click confirm.

Then two protocols arrived, both claiming to finally make 402 work. They share the same starting point. They arrive at completely different answers.

X402: Coinbase's Vision of Agentic Payments

X402 was developed by Coinbase in collaboration with Cloudflare and Stripe, launched in May 2025, and has since been contributed to the Linux Foundation as an open standard governed by a broad coalition of companies including Google, AWS, Visa, Mastercard, American Express, Circle, and Anthropic. The idea is straightforward. When an AI agent requests a resource that costs money, the server responds with a 402 and payment instructions. The agent pays in USDC stablecoin, the payment settles on a blockchain like Base or Solana, and the resource is delivered. No accounts. No API keys. No human in the loop.

The numbers behind x402 are significant. As of mid 2026, approximately 69,000 active AI agents have processed over 165 million transactions totaling fifty million dollars in volume. The x402 Foundation now includes AWS, Anthropic, Google, Cloudflare, Stripe, Visa, Mastercard, Circle, and over twenty other institutional backers.

On June 15, 2026, two weeks ago, AWS enabled x402 across Amazon CloudFront and WAF, which is the backbone infrastructure for roughly a quarter of the entire internet. That means any website or API already running on AWS can now charge AI agents directly for access with a single configuration change.

That is not a small announcement. That is a structural shift in how the internet works.

X402's advantage is stability and reach. Because it settles in USDC, pricing is dollar-denominated and predictable. An API that costs one cent today costs one cent next month regardless of what markets do. And with Coinbase's distribution and the AWS integration, x402 has the broadest institutional runway of any agentic payment protocol right now.

But here is what x402 requires that most people are not talking about.

Every x402 transaction goes through a facilitator. The facilitator, currently Coinbase in most cases, handles verification and settlement. That means every payment an AI agent makes through x402 passes through an intermediary that can see it, log it, and in theory freeze it. USDC is issued by Circle. Circle can blacklist addresses. Base, the primary settlement chain for x402, has a centralized sequencer operated by Coinbase that orders every transaction before it is posted.

X402 is fast, well-funded, and growing. It is also, at its foundation, built on infrastructure that has issuers, facilitators, and central points of control.

L402: Bitcoin's Answer to the Same Problem

L402 was built by Lightning Labs and has been in development since 2020. It solves the same problem, machines paying for things on the web without accounts or API keys, but using an entirely different foundation.

L402 runs on Bitcoin's Lightning Network. When an agent hits an L402-gated endpoint, the server issues a payment request. The agent pays in Bitcoin over Lightning, which settles in milliseconds. The payment itself becomes a cryptographic proof of access. No facilitator needed. No intermediary sees the transaction. The payment is the authentication, and the whole thing resolves without anyone else involved.

The performance differences are real. Lightning settles in milliseconds versus seconds or longer for blockchain-based alternatives. Fees on Lightning are fractions of a cent, with no practical minimum. You can pay one satoshi per API call if that is the price, something that is not economically viable on any other payment rail. And because Lightning is a Bitcoin network with no issuer, nobody can freeze a Lightning payment, blacklist an address, or reverse a settled transaction.

This is the property that I believe matters most as this infrastructure scales. Bitcoin is the only form of money in this ecosystem without an issuer. Every token on x402, whether USDC, EURC, or any ERC-20, has an issuing company behind it with the ability to intervene. Every blockchain facilitator in the x402 stack is a company with compliance obligations and the technical ability to act on them.

An AI agent paying over L402 on Lightning answers to no intermediary. The payment settles permissionlessly, globally, and finally. That is not just a technical property. It is a foundational property that matters more as the value moving through these systems grows.

Where Each Protocol Stands Today

X402 has the broader enterprise adoption. Tens of thousands of sellers. Major institutional backing. The AWS integration alone gives it reach that L402 cannot match today.

L402 has over 100 live production services and six years of development history on the Lightning Network. It is smaller by adoption metrics, but it is deeper in the Bitcoin ecosystem and has structural advantages that compound over time.

Both are early. The race is genuinely open.

What I find most telling is this. Alchemy, one of the leading blockchain infrastructure companies, launched a product in April 2026 called AgentPay, a universal translation layer that sits between AI agents and merchants. A merchant integrates once, and agents on any protocol including x402, L402, and others can pay through a single endpoint. The fact that a major infrastructure company built a translation layer suggests the market does not expect one protocol to dominate completely. Both are likely to exist. The question is which one carries the payments that matter most.

Why I Am Building on L402

I have been transparent in this newsletter that I am building AgentRoute Oracle, which helps AI agents make reliable Lightning payments. I am building on L402 and Bitcoin Lightning because I believe the foundational properties of the rail matter, not just the current adoption numbers.

Money that has no issuer is different from money that does. That difference is not visible on a normal day. It becomes visible the day someone decides to intervene. I want the infrastructure I am building on to be the kind that does not have that day.

X402 is solving real problems and will likely carry significant volume. But if the future of the machine economy runs on rails where a company can reach in and stop a payment, then we have not actually built something new. We have built a faster version of what already exists.

L402 on Bitcoin Lightning is the version of this future where that intervention is not possible. That is the version I am focused on.

What to Watch

The next few months will tell us a lot about how this plays out. Watch for L402 adoption among enterprise builders who prioritize decentralization and censorship resistance. Watch for x402 volume growth as the AWS integration activates across more of the internet. Watch for whether the translation layers like AgentPay gain traction, which would suggest the market is settling into a multi-protocol reality rather than a single winner.
